Gilbert Ahnee-Press Reporter at le Mauricien

Mr Gilbert studied at the college du St Esprit, Quatre Bornes. He completed his tertiary education in Bangalore India and in Paris,France. From 1983-2013, he worked full time in journalism and has 14 years of experience as editor. In 2002, he press monitored missions in Zimbabwe. In 2004, he worked as election observer in Mozambique. He is correspondent for a radio station in Reunion island and performs full time consultancy assignments in Madagascar and Seychelles.


Dr. Philippe Bouvier is the managing partner of Urban Value Creation consulting company, based in Dubai. Dr. Philippe Bouvier is also Associate Professor at Hamdan Bin Mohammad Smart University in the Master of Entrepreneurship and in the Master of Innovation. He is also Adjunct Professor at the American University of Rochester Institute Of Technology in the Smart City Diploma and also in the Master in City Sciences.

Dr. Philippe Bouvier has worked in research, in audit and M&A, in engineering and project management and in multiple analysis and designs of urban projects.

He holds a BEng with Honors from UK (in combined engineering studies), an Engineer diploma (MEng in electronics and computer science), an MSc (in acoustics and data analysis) and a PhD with Honors in Urban Studies from Paris University in France. He also holds an Executive MBA at INSEAD in Singapore.

Associate Professor, keynote speaker, moderator, quoted in press, radio and TV interviewed, he is also the author of numerous articles.


Joel Bruneau, Head of Property Development at Omnicane since 2011 is spearheading the momentous, unprecedented development of Mon Trésor – in the southern part of Mauritius- bound to be the engine of a new economic
impetus for the island and the region. Over and above the sustainable urban transformation, Mon Trésor is breaking new ground and positioning itself as the first smart city in Mauritius. Joel has worked closely with the authorities
in view of the setting up of a sustainable and planned real estate policy framework.
Joel Bruneau holds a B.Com and a MBA with Distinction from Birmingham University. Prior to joining Omnicane Ltd, Joel headed major property development projects on the west coast of Mauritius. He also held senior management positions in another conglomerate in Mauritius, the IBL Group, in the Information Technology and the Seafood Processing sectors before his move to the real estate industry. Joel returned to his home country in 1992 from South Africa, after graduating for his B.Com and five year employment with the Spar Group at their HQ in Pinetown.


Georges Chung Tick Kan was trained as an economist and holds a Master degree. He is a seasoned entrepreneur and the businesses he set up encompass several sectors including printing and publishing, woven textile labelling, industrial packaging and global financial services. He chaired or was member of boards of Government bodies such as the Financial Services Promotion Agency, Export Processing Zone Development Authority, Mauritius Broadcasting Corporation and Mauritius Duty Free Paradise. He also chaired the Committees charged with the setting-up of the Stock exchange of Port-Louis and the first Leasing Company in the 1980’s when he was adviser to the Ministry of Finance. He also chaired the Mauritius Association of Exporters at the beginning of the Great Recession of 2008. He was the economic Adviser to the Minister of Finance in 2010.He is currently the Senior Economic Adviser at the Prime Minister’s office. He wrote a book on Vision 2020 and Ways of Achieving a Society of Quality.

Deven Coopoosamy started his career in the audit practice of a leading CA Firm which was the representative of AndersenWorldwide Mauritius before joining Multiconsult Ltd one of the leading global management company in 1995. He has over two decades of professional experiences on accounting, tax and regulatory matters as well as structuring, administering and management of companies, funds and trusts.

Deven joined eMudhraMauritus as its director in September 2015. eMudhra is a technology company focussed on enabling people, device and application authentication and signing on cloud or on premise for secure identity and transaction management. Established in 2008, eMudhra is a Certifying Authority to issue Digital Signature Certificates in India and Mauritius. eMudhra’s solutions include emAS – Authentication solution used by leading banks in India; e-Sign – Digital signature solution allowing any citizen with India’s National Id digitally sign documents; emSigner – Paperless Office using Digital Signatures; and Prism – Voice of Customer Analytics.

Chavan DABEEDIN is currently the Transmission and Distribution Manager at the Central Electricity Board. Mr Dabeedin holds a B-Tech (Hons), a MSC in Electrical Power System Engineering with Distinction from University of Bath, England and a MBA.Mr Dabeedin obtained the British Chevening Scholarship and the Confederation of British Industry Scholarship for his studies. He is a registered professional Engineer since 1993.He join the CEB as a Trainee Engineer in 1991 and since then he has promoted in progressively responsible position as Cadet Engineer, Engineer, Senior Engineer, Principle Engineer and Manager. Mr Dabeedin had been the General Manager of the CEB from Nov 2008 to Nov 2010. Mr Dabeedin authored several papers that was published by famous international institutions such as1. Electricity Regulation and Reform in Mauritius published by Institution of Public and Private Partnership, USA in May 2006 2. Hélène Échevin is currently the President of the Mauritius Chamber of Commerce and Industry, the oldest non-for-profit multisectoral institution representing the private sector in Mauritius. She holds a Masters in Engineering in the field of Food Science and Technology from France. Hélène Échevin is a member of various organizations promoting innovation, sustainable development and high-tech development, among which is the Innovation Task Force set up by the Prime Minister’s Office of Mauritius. She is also a board member of the Mauritian Renewable Energy Agency (MREA), which has the main objective of creating a favourable environment for the renewable energy sector and its future growth. She actively participates in both national and international seminars and workshops of different themes, including sustainable development and innovation.


Dr. Alexey Ershov – Vice President, Smarter Cities Europe – IBM Corporation

Dr. Alexey Ershov is the Vice President at IBM responsible for Smarter Cities business in Europe. Since joining IBM in 2004, Alexey has been based inNew York, Moscow, Shanghai, and Madrid. Prior to joining IBM, Alexey was a management consultant at McKinsey & Company and a research scientist at Harvard University. Alexey received a Bachelor’s degree from Moscow Institute of Physics and Technology in 1996and a Ph.D. degree in Elementary Particle Physics from Harvard University in 2001.


Nikos Fintikakis– Architect (Greece)

Nikos Fintikakis is senior partner and managing Director of «SYNTHESIS AND RESEARCH Ltd» G. Albanis-N. Fintikakis and partners Architects-consulting engineers. He is member of the Technical Chamber of Greece, of the Association of Greek Architects and of the Greek consulting association (HELLASCO).
He is Director of the U.I.A. work programme “ARES” on Architecture and Renewable Energy Sources. He has been awarded several prizes in Greek and International Architectural Competitions as well as research projects of the EU. He has participated in many Architectural Exhibitions in Greece and abroad. He has also given lectures to research centres, universities and international scientific fora. His work in the field of research is related to bioclimatic architecture, archaeology, town planning, renewable energy sources etc.


Manuel Gomes is a French Entrepreneur and recognized expert in 3D, BIM and Smart Cities/ Buildings. He graduated from the Superior School of Graphics in Lille (Pole IIID) and worked for the world leading company in video games, Ubisoft, before creating STEREOGRAPH which is specialized in visual architecture in 3D for buildings and infrastructure. He is now the CEO of his company. With 2 offices now in Lille and San Francisco, STEREOGRAPH also intervenes in South America; more precisely in Brazil. They have collaborated with international architects, like ZAHA HADID, SKIDMORE OWINGS & MERRILL to cite a few. They worked on projects across the globe in countries like China and the UAE. Manuel is regularly invited to speak at both national and international levels about the challenges of innovation and the solutions that STEREOGRAPH has developed to meet the expectations of the modern world. STEREOGRAPH developed the first innovative 3D hypervision solution for Smart Buildings and Cities. This new solution was launched in 2014 and STEREOGRAPH won various prizes including the “National Innovation Prize” from EDF in 2015 and the “Let Start IT” prize from Microsoft in 2010.


Christian GRELLIER joined the Bouygues Group in 1986. In 1991 he joined TF1 and his first mission Was processes organization, Then development of new audiovisual offers and finally he managed eTF1, a subsidiary dedicated in the manufacture and the distribution of digital audiovisual products. In 2007, he joined Bouygues Immobilier, first as CIO, and now as VP Innovation and Sustainable Development. He’s in load of urban innovation for Bouygues Immobilier Group (Open innovation, industrial partnerships). So, he Develops new concepts of sustainable urban districts (UrbanEra ®) and urban energy management (Smartgrid). He lancé 2 urban energy companies: Aveltys EMBIX ® and ®. He’s aussi CEO of a venture capital company, dedicated on investment in urban services startups


Jong-Sung Hwang – Vice President for ICT Policy Group at National Information Society Agency (Korea)

Jong-Sung Hwang is a head of the Korea Big Data Center at the National Information Society Agency (NIA), Korea. He has worked for IT policy development and project management for the Korean government since he joined NIA in 1995. His experiences include, among others, e-government, smart city, and geospatial information infrastructure. In particular, he served as a CIO, assistant mayor, of Seoul metropolitan government during 2011 to 2013, launching open government 2.0 initiatives of Seoul. He has received his master (1987) and doctoral degree (1994) in political science from Yonsei University in Seoul.


Alex Ivancic –Energy expert in Ideas2Value (Spain)

Aleksandar Ivancic is an expert in energy, urban infrastructure and the environment, he is currently senior consultant for several companies and also serves as an energy expert in Ideas2Value. He has developed many relevant projects in energy planning, urban planning, energy in buildings and infrastructures, district heating and cooling systems and telecommunications. He has worked as scientific director of Barcelona Energy Improvement Plan, Technical director of Barcelona Energy Agency and Chief Technical Officer of Barcelona Strategic Urban Systems


Dr Yousouf Ismael is the Chief Executive Officer at Global Finance Mauritius, a leading voice of the Mauritius Financial Services Industry. He held senior positions as economist and strategist for several conglomerates in Mauritius.
Yousouf had been advising several governments and policymakers in Mauritius, Kenya, South Africa, Mali and India on adoption of new technology and innovation. He has worked as a consultant for Monsanto and Department for International Development (UK).
He is a Board Director to the Central Water Authority, Bank of Mauritius and Mauritius Chamber of Commerce and Industry.
Yousouf holds a PhD Economics and a Postdoctoral degree from The University of Reading, UK. He also holds an MSc in Economics and Planning from the same University.
He regularly discusses economic and financial issues in the media.


Dr Hurreeram Dinesh Kumar (Manufacturing Systems Engineering)

Dr Dinesh Kumar Hurreeram is Associate Professor at the University of Mauritius and is a specialist in the field of Manufacturing Systems Engineering. As an active consultant and researcher, he has several international publications. He is currently Manager of the UOM Training & Head of the Center for Sustainable Development at the University of Mauritius.
He has been involved in a number of training and consultancy activities associated to implementation of best practices within local and international manufacturing companies and has been a keynote speaker in several forums within the area of manufacturing strategy.
He is the chief Editor of the Journal of the Institution of Engineers Mauritius and is also one of the reviewers of the Journal of Manufacturing Technology Management, Emerald Group Publishing Ltd.
He has served on various national committees including the Council of the University of Mauritius, the Mauritius Standards Bureau, and that of the Institution of Engineers (Mauritius).


Mr Raj Makoond is presently the Chief Executive Officer of Business Mauritius, the coordinating body of the Mauritius private sector. Prior to joining Business Mauritius, he was Director of the Joint Economic Council, Deputy Secretary-General of the Mauritius Chamber of Commerce & Industry and Senior Economist at the Ministry of Economic Planning & Development.

He co-chairs with the Board of Investment a wide range of initiatives on Business Facilitation and Ease of Doing Business in Mauritius.

He co-chairs the Skills Working Group with the Ministry of Labour to address the issue of skills mismatch.

Mr Makoond co-chaired (2009-2011) the Steering Committee on the implementation of the Additional Stimulus Package (ASP) put into place in response to the global financial crisis. He co-chaired the Restructuring Working Group (2012-2014), a mechanism set up by the Ministry of Finance to support companies in the context of the Euro zone crisis. Mr Makoond chaired the Textile Emergency Support Team (TEST) between 2003 and 2005, set up in the context of the dismantling of the Multi Fibre Agreement. He chaired the Computer Proficiency Programme (CPP) (2005), a mass IT national training programme in the context of making Mauritius a cyber island.

Mr Makoond was a Director of the European Centre for Development Policy Management (ECDPM) between 1999-2014.

Mr Makoond holds a BA Honours in Economics and an MSC in Tourism Planning.


Mr. Arun Jacob Mathew is a Research Associate and Programme Officer with TERI [The Energy and Resources Institute]. TERI is a New Delhi based research institute and one of the world’s top ranked think-tanks.

He is an architect by training with a specialization in Sustainable Buildings and he holds a masters degree in the discipline from the Oxford Brookes University. His areas of interest include Green Building Rating Systems, Post Occupancy Building Evaluation and Sustainable Development in general.

He is registered with the Council of Architecture, India and has held the following credentials/titles:

GRIHA Evaluator (2011-2013) [Green Rating for Integrated Habitat Assessment]
LEED Green Associate (2010-2012) [Leadership in Energy and Environmental Design]
IGBC Accredited Professional (2010-To date) [Indian Green Building Council]
Previously he has worked with the Belgian think-tank VITO [Flemish Institute of Technological Research], the Spanish design consultants AGi Architects and the GRIHA Council in addition to having lectured as Assistant Professor for a semester at the McGans Ooty School of Architecture.


Bertrand Moingeon – Professor of Strategic Management, HEC Paris Europe Institute

Bertrand Moingeon, Professor of Strategic Management at HEC Paris since 1992, has had a dual career, both in academia and in management. Author of over eighty publications, he was a visiting professor at Harvard Business School, as well as a member of HEC Paris’ Executive Board for 16 years. He is Director at Charles Telfair Institute and Advisor (higher education) to the CEO of Food & Allied Group.
His most recent projects and publications deal with the governance of smart-cities, organizational learning, stakeholders experience management and strategic innovation.


Carlos Moreno – Scientific Advisor to the President in Engie (France – Colombia)

Carlos Moreno is a Franco-Colombian scientist and university professor, born in Colombia in 1959. President of Cofely Ineo, he is a specialist in intelligent control of complex systems, his works are accompanied by activities in the innovation ecosystem around promotion of research and transfer of technology to industry, SMEs and start-ups, and divulgation of science.
He is known for his reflections, initiatives and applications focused on the smart, sustainable and sensitive city. He is a contributor to media broadcasts and events supporting dissemination of this theme. He was awarded the rank of Chevalier of the Order of the Legion of Honour in Paris in 2010.


Vaibhav Parikh – Head Fund Investments & Nishith Desai (India)

Vaibhav Parikh heads the Fund Investments practice group. He also leads private equity and venture capital practice at the multi skilled, research-based international law firm, Nishith Desai Associates ( with offices in Mumbai, Silicon Valley, Bangalore, Singapore and Munich. He also heads the Bangalore office. He has a wide range of experience in corporate and technology transactions. He has advised several private equity and venture capital funds in their investments, specifically in technology, media and life sciences industry. He also has significant experience in M&A transactions.He has been passionately involved in setting up operations and raising finance for several start-up companies.


Josep Piqué – President of Catalan Network of Science Parks

Josep Miquel Piqué is a Telecommunication Engineer diplomed in MIT among others. He is the President of XPCAT (Catalan Network of Science Parks), Vice-President of APTE (Spanish Network of Science Parks) and Vice-President of IASP (International Association of Science Parks).
Because of his experience, he promotes and leads Postgraduate Programs, Technology Transfer Centers, University Incubators and Innovation Science and Technology Parks. He has promoted several hybrid organizations taking the partnership model University-Industry-Public Administration.
The central line of his activity is the promotion of Knowledge-based Economy and Society in order to consolidate Knowledge Cities on Smart Cities.


Mr. Ken Poonoosamy is the Managing Director of the Board of Investment (BOI) since September 2011. At the helm of the national investment promotion agency, he is instrumental in the fostering of dynamic networking among all public and private institutions. Mr. Poonoosamy has diligently applied his exposure to international best practices for the branding of Mauritius as a well‐regulated, transparent and competitive business hub.Besides, he drives a number of initiatives in terms of investment promotion across the various economic sectors while leveraging game-changing opportunities for broader economic diversification and job creation, for instance the development of the ocean economy. Moreover, the Smart City Scheme and the Property Development Scheme have been established during his mandate.He is now steering BOI to be a dynamic fourth generation investment promotion agency, driven by increased efficiency and focus on quality investment.

Mr. Poonoosamy holds a Master’s degree in Port and Shipping Management, a BA (Hons) Economics and International Trade from Leeds Metropolitan University (UK). In addition, hehas earned a professional diploma in shipping from Lloyds (UK) and hasfollowed a Graduate General Management Programme at ESSEC Business School in France.


Virginie Raisson – Analyst and Researcher (France)

Virginie Raisson is a French analyst and researcher on international relations. Together with Jean-Christophe Victor, she runs LEPAC, a laboratory for geopolitics and foresight that they founded in 1992. Virginie Raisson is regularly assigned training courses abroad. These give her the opportunity to speak not only to diplomats in France and overseas, but also to journalists, Sciences-Po students, international companies’ boards, EU officials and local authorities, etc. Among others organizations, the Strategic Affairs Board related to the French Foreign Office, as well as the medical organisation Médecins Sans Frontières (USA) or the UNICEF gave her many times the responsibility of leading international fieldwork missions (analysis, negotiation, evaluation), particularly in conflict zones (Balkan, Africa) and in Asia. She has published a wide number of cartographic works in books, magazines and journals.


Thierry Sauzier is the Deputy Chief Executive Officer of the Medine Group and heads the property line of business since 2009. He directed and pioneered in 2006 the launch of Tamarina Golf Estate, the first resort under the Integrated Resort Scheme and set up the Property arm in 2007. Thierry Sauzier is a member of the Board of Directors of the Medine’s Group as well as a board member of several sub activities within the group: Cascavelle Shopping Mall Ltd, Clarens Fields Ltd, Broll Property and Facility Management Ltd, Excelsior United Development Companies Ltd, Société de Développement Industriel et Agricole Limitée , Talent Solutions Limited, Medine Residential Properties Company Limited, Medine Sugar Milling Co. Ltd, Medine Eduhousing Limited, Medine Education Properties Ltd and Medine Rum Limited.

Thierry Sauzier held his previous professional experiences in the financial services sector within the Credit Lyonnais group in France for a short period of time and from the Mauritius Commercial Bank from 1992 to 2003; first as Head of MCB Stockbrokers for seven years and as a major Corporate Account Executive. He holds a Master’s degree in Applied Economics from Paris Dauphine University – France.


Mrs Nadia DABY SEESARAM ( Environmental Engineering and Geophysical Investigations)

She is currently the Director AT Enviro-Consult Ltd, environmental consulting firm and has more than 20 years of experience in the field of environmental engineering and geophysical investigations acquired throughout various environmental projects, environmental impact assessments ,civil engineering projects, roads, infrastructural and other civil works.

Mrs Nadia DABY SEESARAM is graduated from the Ecole Superieure en Genie de l’Environnement et de la Construction (France) as an Environmental Engineer in 1994. She also holds a Maitrise de Science et Technique in Marine Sciences from the Université de Toulon et du Var (France).

Mrs Nadia DABY SEESARAM is a Registered European Engineer (EUR ING) since 2014; she is also a Registered Professional Engineer in Mauritius.
Mrs Nadia DABY SEESARAM joined the Institution of Engineers Mauritius (IEM) in 2006 and is currently the first woman President of this Institution.



Dr Arjoon Suddhoo was born on 11 November 1958 in Mauritius. After winning the national Laureateship 1978, he started his higher education in England. He completed his Aeronautical Engineering course with First Class Honours at the University of Manchester and pursued his PhD in Aeronautics at the same University. He is also holder of an MBA with Distinction from the University of Liverpool. After his post-doctoral research at Manchester University, he was employed in 1986, as Research Scientist for Rolls-Royce Aerospace in UK. During his 8 years in the company, he was promoted to Principal Scientist and Research Manager, contributing significantly to the company R&D while working closely with responsible for company in-house and external Research and Development. During the same years, Dr Suddhoo worked in close collaboration with Cambridge and Oxford Universities and MIT.

In 1993, Dr Suddhoo returned to Mauritius to be employed as Head of Research and Planning by the Tertiary Education Commission and subsequently, in 1998, he assumed the post of Executive Director of the Mauritius Research Council, where he is currently.

Dr Suddhoo has been the Chairman of Air Mauritius, for the period 2001 to 2005 and was the President of the Aeronautical Society of Mauritius. He is on the boards of several parastatal bodies as well as private organisations. He is a Fellow of the Royal Aeronautical Society, Fellow and Board Member of the Mauritius Institute of Directors and a Fellow (Secretary) of the Mauritius Academy of Sciences. He was also appointed Visiting Professor, Chair in Innovation, Queens University, Ireland. He is currently Chairman of Air Mauritius.


Dev Sunnasy – President of the Mauritius IT Industry Association (MITIA)

Mr. Dev Sunnasy is the initiator of the newly incorporated Mauritius Cooperation Enterprise, MCE, since January 2016. MCE is the export facilitator agency for Mauritian services and products targeting Africa. Dev worked on a clustering concept to foster competencies and markets.

Dev is also the President of the Mauritius IT Industry Association (MITIA) since January 2015 and has contributed on major developments in the Technology and Telecoms sectors.

In 1999, he created Enterprise Data Services (EDS) as a Communications Integrator and introduced to our region several new technologies in the hospitality and security industries. EDS is present in Africa through partnerships and focuses on sectors like hospitality, public safety and energy control and management.

Dev Sunnasy studied Software and Telecoms engineering in Paris and worked in groups as Elf-Sanofi and IPG before coming back to Mauritius to work for HP and Alcatel partners.


Georges Talbotier – CEO and General Manager of Trimetys Group

Georges Talbotier is the CEO and General Manager of Trimetys Group a diversified conglomerate with interests in the field of education as well as in the real estate, tourism and agro industry. He oversees the group’s activity in Mauritius, Rodrigues and Reunion Island leading more than 300 employees in promoting the highest standards of ethics, and professional excellence in their respective professions.

He brings extensive leadership experience in the real estate and investment management industry, having held a variety of positions in major national and international conglomerates over 20 years.

He started his career in 1993 in the marketing, communication and business development unit of the Reunion Island based corporation, Groupe Caillé. Progressively, he took up roles of increasing responsibility within the group before moving to Madagascar as Head of Business Development over 4 years. Georges moved to Mauritius in 2003 and co-founded Immobilier et Conseil Ltée. He joined Trimetys Group in 2014 after the merger of Trimetys with Immobilier et Conseil Ltée.

He holds a Master in Business from IEA Paris (Institut Européen Des Affaires).


Claude Wong So, OSK is a Registered Professional Engineer having 40 years experience in the construction industry and a qualified Occupational Hygienist having 30 years in the field of Occupational Safety and Health, Occupational and Environmental Hygiene surveys.

He has assumed many high profile senior management positions in the public and private sectors. He was Island Commissioner for Rodrigues in 1988 and appointed first Island Chief Executive when the Rodrigues Regional Assembly went into a decentralized government system in 2002. He was Past President of the Institution of Engineers Mauritius.

He is presently Chairman of Airport of Rodrigues Ltd, Road Development Authority, Riche Terre Smart City Ltd and Chief Executive Officer of the State Land Development Company Ltd. He contributes in a significant manner on strategic decisions, affecting the Mauritian society at large.
